The meeting was called to order at 7:10 pm by Bruce Bond.

 

Proposed Agenda:

·         Approval of the minutes from the 8/24 meeting

·         Discussion re proposed draft New Hampton & Holderness watershed overlay districts

·         Continued discussion septic system inspection program

·         New business: we seem to be getting bogged down in ongoing septic system inspection discussions, so I'd like to suggest that the committee simultaneously work on at least one additional watershed plan action item. We need to keep moving on the septic inspection issue, but it would be productive to get some other action items started. Share your thoughts on this suggestion.

 

The August 24, 2006 Meeting Minutes were accepted as corrected.

 

Discussion on whether to have one or two meetings a month.

·         Roger H felt the two meetings per month was good to keep the topics fresh in our minds.

·         Caroline G agreed with Roger.

·         BobV agreed with Roger and also felt that if someone missed a meeting, one would be only one month behind not two months.

·         John H felt 2 per month was fine, but recommended 1 per month in the summer months.

·         Bruce B agreed with 2 per month.

The vote was unanimous to keep it at 2 meetings per month.

 

Bob Wenstrup requested to be considered to be a member of WWAC.

Action Item:   Bruce Bond – Request approval from the Meredith Selectmen for his membership.

 

Discussion on working with New Hampton and Holderness regarding the Watershed Overlay District. A draft proposal created by John Edgar was given to Earl Hansen, Holderness Planning Board. Bruce reported that the New Hampton Planning Board has put the Watershed Overlay District topic on their agenda for their October 17, 2006 meeting. Currently Bruce and John Edgar plan to present this on Oct 17th.

Action Item:   John Edgar – Please e-mail a copy of the Watershed Overlay District proposal you submitted to Holderness to all the WWAC members so that we can all be aware of the specifics proposed.

 

Action Item:   Roger H and Bruce B – Request the opportunity to meet with Warren Perkins to discuss consideration of putting land in Conservation. Mr. Perkins owns considerable acreage in the Waukewan Watershed.

 

Discussion re: Septic Systems Inspection Program. We had gathered a substantial amount of information on this topic. We look forward to receiving John Edgar’s and Bob Hill’s drafts for proposed Septic System Inspection programs to further pursue this topic.

 

Regarding water resource protection education, it is suggested that it would be desirable to have the local school systems include this topic in their curriculum.

Action Item:   Nate Torr – Would you help us pursue this objective? What can you suggest?

 

The topic of signage “Entering the Waukewan Watershed” was discussed. The members felt it might be a nice touch, but didn’t see that the signage itself would have any effect on anyone’s action to protect the watershed.

 

Bruce initiated the discussion to get another action topic initiated in an effort to get our members recharged. A suggestion was made that perhaps a number of action topics should be opened with each member signing up for one topic to do research and drafting thoughts on achieving the action on that topic. Each member would then summarize their findings/thoughts to be put on the agenda for further discussion by the WWAC. All members present agreed that this would get things moving and get the members more involved. The topics should principally come from the Management Plan but could be in addition to those in the Plan.

Action Item:   All WWAC – Submit topics to be pursued and make your suggestion to which topic you would like to pursue.

 

We discussed WWAC Action Items. In order to make things happen, members who have an Action Item assigned to them, need to respond to the assigned action if they accepted or committed to do it. If we hope to succeed with the Waukewan Watershed Management Plan, we have to put our energy into it. We are volunteers, but we should be able to dedicate a few hours per month on this project other than attending the WWAC meetings.

 

Scheduled Waukewan Watershed Management Plan presentations:

      -     Joint meeting with the Town Planning Boards of Ashland, Center Harbor,        Holderness, Meredith & New Hampton – To be scheduled; John Edgar action to set up.

 

Next Meeting:             October 12, 2006 at 7:00pm - 9:00pm at the Meredith

                                    Town Hall Annex.
