June 20, 2012

Chairman Lou Kahn called the meeting of the Capital Improvements Program Advisory Committee to order at 7:03 pm on Wednesday, June 20, 2012 at the Town Hall Annex.

Minutes.  The Committee tabled the draft minutes of 6/6/2012 until the first meeting in September, 2012 as not all Committee members had the chance to read and review said minutes.

Update: Department of Public Works.  

Phil Warren, Town Manager distributed the equipment inventory sheets for the Department of Public Works.  Phil reviewed the inventory sheets and pointed out various pieces of equipment on the replacement schedule.  Phil also indicated that the DPW Building Project ID Form would be updated for fall review.

Phil advised that the underground fuel tanks at the highway garage are failing and that alternatives to replacement is being explored; such as utilizing the State of NH’s facility at New Hampton.

The Town Manager was not ready to discuss roads, as the road inventory tool (RSMS) is not user friendly to the point that the department is having difficulty utilizing the tool and the department is possibly looking into new software.

Update: Waterfront Infrastructure. 

Phil Warren, Town Manager advised the Committee that the departments are continuing to look at the aging waterfront structures.  A short discussion of the Shep Brown’s facility inidicated that any upgrade did not rise to the CIP level.

Update: Water/Sewer.  

Phil advised the Committee as to the on-going status of the Water Plant and WRBP (Winnipesaukee River Basin Project).  WRBP has a number of issues to still be addressed such as the Infiltration/Inflow issues, sewer issues; such as what occurred on Rte 25 with the force main belonging to WRBP and not the Town.

The generator at the Water plant needs replacement.  It appears that the operating capacity for the plant would remain stable and not need addressing until 2026 or later.  There are many other smaller items that do not reach the CIP level that will be handled through the operating budget process.

Phil indicated that the groundwater study is on-going and the testing at Prescott Park is in the current year budget to be completed.

Dave Thorpe spoke in reference to the Town’s water tower and that it will need major maintenance within the next 10-15 years and continued exploration of an additional storage tower on the east side of Town is necessary.

The next meeting of the CIP Advisory Committee is scheduled for Wednesday, September 5, 2012, at 7:00 PM at the Town Hall Annex.
